Obama announces US deficit deal between party leaders

US President Barack Obama says Republican and Democratic leaders have reached an agreement on raising the US debt limit and avoiding default.
Under the proposed deal, the US debt ceiling would rise by up to $2.4tn.
In return, Congress has committed to reducing the deficit by a similar amount over 10 years, and a special bipartisan committee will be set up to agree cuts.
Congress has to approve the deal. Votes in both houses are expected on Monday.
The BBC's Jane O'Brien says the package is still likely to be a tough sell, with some Republicans and Democrats in the House of Representatives remaining opposed to different aspects.
Shares up
The US faces a Tuesday deadline to raise its $14.3tn (£8.7tn) debt limit or risk the first default in its history, a possibility that has spread mounting unease through markets.
The US president said it was not the deal he would have preferred, but noted that the compromise plan would make a "serious downpayment" on the US deficit.
"I want to announce that the leaders of both parties in both chambers have reached an agreement that will reduce the deficit and avoid default, a default that would have had a devastating effect on our economy," Mr Obama said.
Democrats and Republicans in Washington have been deadlocked over finding a way to cut spending and raise the debt limit as the Tuesday deadline approached.
The US limits by law the total amount of debt its government can run, and the Obama administration has been under mounting pressure over how it would continue to pay bills and costs like salaries if the limit was reached.
In Tokyo, shares rose 1.7% after Mr Obama's announcement, and the dollar rose briefly above 78 yen from 76.7 yen on Friday. Hong Kong shares were set to open 1.3% higher.
"We welcome the US debt deal and hopefully this will stabilise markets," Japan's Chief Cabinet Secretary Yukio Edano said.
'Not the greatest deal'
Republican House leader John Boehner said he hoped to hold Congressional votes on the plan "as soon as possible".
"This isn't the greatest deal in the world. But it shows how much we've changed the terms of the debate in this town," he said.
Mr Obama said the process of agreeing on a plan had been messy and had taken "far too long", and he called on parties to support the plan in votes in Congress.
He stressed that any solution had to be "balanced", and that cuts would not be so abrupt as to create a drag on the US economy.
The proposed deal calls for:
• At least $2.4tn deficit reduction over 10 years
• New Congressional committee to recommend a deficit-reduction proposal by November
• A two stage increase in the debt ceiling.
Political battle
The recommendations of the bipartisan committee tasked with identifying further savings by November would also be put to a vote in Congress, Mr Obama said.
According to Mr Boehner, those savings would amount to at least $1.5tn, bringing the total spending cuts under the plan to about $2.4tn.
In recent days, Republicans, who control the House of Representatives, and Democrats, who control the Senate, have rejected plans drawn up by the rival party in an unprecedented political battle.

#17512 numismatyc, asta era evident de pe timpul sfarsitului mandatului presedintelui Bush. Dea dreptul scandalos este faptul ca pentru a reduce deficitul sunt reduse programe guvernamentale "Health Care", "Health Aid","Planned ParentHood" si alte programe sociale, insa "bugetul militar" - "Defence Budget" este lasat intact. Acest buget consuma aproximativ 60 % din bugetul SUA, si egaleaza totalitatea bugetelor militare a tuturor tarilor lumii.

#17513 Schmitzun, ai dreptate. dar totusi pe cit de paradoxal nu ar parea cheltuielile istea care ingroapa guvernul americos , ele au totusi un scop bine determinat. Asta nu se face de dragul cheltuielilor.

#17514 numismatyc, nu e deloc paradoxal... Politicienii ajung la putere datorita banilor donati de corporatii si lobby-isti. Cele mai inalte donatii sunt inregistrate din partea "Defence Contractors". Desigur politicienii nu musca mana care ii hraneste. In cazul dat cica sa ajuns la un compromis dintre Partidul Republican (GOP) si Partidul Democrat. Parerea mea ca asta a fost doar un show pentru poporul american. Si democratii si republicanii au un stapan comun - banii corporatiilor.

#17516 numismatyc, nu cred ca e cazul sa analizam doar campania electorala pt postul de presedinte a lui Obama. Spectrul politic SUA este mult mai vast. Nu am facut efectuat un calcul matematic pentru a compara cheltuielile electorale pentru Congres, insa sunt convins ca in totalitate ele depasesc cheltuielile electorale pt Casa Alba. Congresul American este bicameral - Senat(100 membri) si Casa Reprezentantilor(435 membri). Fiecare candidat cheltuie milioane pentru campania electorala. Deasemenea consider relevant faptul ca pentru un post candideaza nu o singura persoana.

A murit după 12 ore de jucat încontinuu la calculator

Un tânăr de 20 de ani din Marea Britanie a murit din cauza unui cheag de sânge pe care l-a dobândit după ce s-a jucat la calculator fără oprire, timp de 12 ore.
„După autopsie, medicii au stabilit că tânărul Chris Staniforth a suferit o tromboză venoasă acută, afecţiune care poate fi dobândită atunci când stai în aceeaşi poziţie pentru perioade lungi de timp”, scrie The Sun.
„Trăia pentru consola lui. Nici prin cap nu mi-a trecut că ar putea fi în pericol. Ca părinte te gândeşti că nu li se poate întâmpla nimic rău jucându-se la calculator, pentru că ştii ce fac. Dar de fapt, aceste jocuri îi pot omorî. Când începea un joc, Chris putea să se joace la nesfârşit, uneori stătea şi 12 ore la rând. În ultima vreme juca Halo online şi era complet absorbit de asta”, a spus, devastat, tatăl lui Chris, David Staniforth.
Tromboza venoasă acută reprezintă un cheag de sânge care se formează la picioare sau în partea inferioară a torsului, mai ales când persoana stă într-o singură poziţie pentru perioade lungi de timp. Cheagul poate urca în plămâni şi poate provoca o embolie (astuparea unui vas sangvin).

A scris un mesaj, l-a pus intr-o sticla si l-a aruncat in ocean. Cine l-a gasit si ce scria

Thomas Craig are 11ani si locuieste in orasul Silverton din Oregon. In urma cu un an acesta a plecat intr-o excursie pe mare, cu barca, impreuna cu bunicii sai. Mai in joaca, mai in serios, baiatul a scris pe un bilet un mesaj...

"Nici n-am putut sa cred ca cineva l-a gasit. Am fost chiar socat", spune Thomas. "Cand l-am aruncat din barca, m-am gandit ca se va scufunda. Sansele ca cineva sa-l gaseasca erau foarte, foarte mici", scrie Associated Press.

Si iata ca in cele din urma sticluta cu mesajul baiatului a calatorit peste 2.000 de mile si a ajuns pe tarmul Kailua-Kona, Hawaii. Acolo a fost gasita de o fetita pe nume Trinity, in varsta de 9 ani.

"Primul meu gand a fost ca cineva ar putea avea nevoie de ajutor si ca a trimis astfel un SOS", spune fata.

Inconjurata de prieteni si de familie, Trinity a deschis sticla si gasit in ea scrisoarea in care scria urmatoarele randuri:

"Draga gasitorule,

Numele meu este Thomas si sunt din Oregon. Am 10 ani si saptamana aceasta sunt cu bunicii mei la pescuit de somon in ocean. As vrea sa stiu cine esti."

Thomas a scris in bilet si adresa de email a mamei sale.

Elderly father chained up like dog in southern Russia
A married couple in southern Russia face charges after the wife's elderly father was found by police chained up in a yard like a dog.
Prosecutors took the unusual step of releasing photos of the victim online, showing him sitting on a mattress with a chain attaching his leg to a tree.
Neighbours alerted police after hearing the 70-year-old man's cries for help. He was allegedly chained for five days.
The couple are being accused of false imprisonment and are said to have fled.
In order to stop the old man from wandering into the street, they had kept him chained up from 28 July to 1 August, investigators were quoted as saying.
According to the Russian news website, Life News, the victim, who lived in the village of Gluboky, can barely see or hear, and is in very poor health.
'They tethered Old Misha'
In an interview given from his hospital bed, he said he had been beaten and doused with cold water to stop him calling out. As a result, he contracted pneumonia.
The emaciated old man, named only as Mikhail B, told Life News he had longed to die as a result of the alleged abuse: "They beat me with a bottle of water, which is why I have a haematoma on my head.
"They took away my pension. When I wanted to eat, they threw ice-cold water on me. Then they chained me and stopped feeding me altogether."
Doctors told Life News they hoped to place the victim in a rehabilitation centre in a nearby village.
No comment was reported from his 40-year-old daughter and 48-year-old son-in-law, who are said to have gone into hiding, fearing the anger of their fellow villagers.
"We were just shocked when we heard they had tethered Old Misha," said a neighbour, Natalya Demina.
